Lefke Municipality

An Assessment of the 2022–2026 Period Based on Publicly Available Information.

The Local Government and Cultural Heritage Academy monitors municipalities across the areas of services and projects, financial management, transparency and participation, environment, and cultural heritage. This initial pilot assessment brings together publicly available documents relating to Lefke Municipality’s 2022–2026 period. Its purpose is not to assign a performance score, but rather to make verifiable activities visible and identify questions that remain unanswered.

Services and Projects

The municipality’s online project records include completed works such as the construction of two new water reservoirs, landscaping around Lefke Gazi High School, the restoration and landscaping of Lefke Martyrs’ Cemetery, the restoration of Bağlıköy Village Centre, a playground, improvements to village infrastructure, stone wall construction, and road paving works. This list demonstrates that concrete activities have been undertaken in the areas of infrastructure, public spaces, and cultural heritage.

However, the online project pages do not provide a comprehensive system for tracking all investments during the period in terms of budget, funding source, timeline, and implementation status. In 2026, the municipality announced that retaining wall works aimed at preventing coastal erosion were continuing as part of the Gemikonağı Coastal Improvement Project. A common reporting format for all projects would be useful in order to assess the period as a whole.

Financial Management and Debt

The municipality’s online archive is noteworthy from the perspective of financial transparency. The municipality’s website provides separate sections where budgetary and financial documents for 2022, 2023, 2024, and 2025 are publicly accessible.

According to the 2024 Local Governments Report published by the State Planning Organization, Lefke Municipality’s total outstanding debt to KIB-TEK, the Revenue and Tax Department, the Provident Fund, and the Social Insurance Department was recorded at approximately TRY 42.56 million at the end of 2022, TRY 37.98 million at the end of 2023, and TRY 31.51 million at the end of 2024. This represents an approximately 26% nominal decrease over the period.

The reduction in debt is a positive trend. However, these figures do not represent the municipality’s full financial liabilities. More detailed and up-to-date information would be required regarding the periods in which the debts were incurred, repayment schedules, supplier liabilities, and other financial obligations.

Transparency and Citizen Participation

The municipality’s website contains separate archives for municipal council decisions from 2022, 2023, and 2024. Making budgets and previous council decisions available online is a positive practice.

However, decisions from 2025 and 2026 do not appear to be available through the same systematic archive. The main issue here is not necessarily that the documents have not been published, but rather that current information is not being archived in a consistent and easily accessible manner.

As part of a broader information request, the Academy contacted Lefke Municipality in writing and followed up by telephone. At the time this assessment was prepared, no written response had yet been received from the municipality. Any explanations subsequently provided will be incorporated into the assessment file.

Environment, Nature, and Planning

The natural environment, agricultural production, and the Cittaslow approach play an important role in Lefke’s identity. At the same time, the region faces long-standing challenges concerning the CMC mining site, urban planning, wastewater, development and construction, and the protection of natural areas.

It would not be appropriate to attribute all of these issues directly to the municipality, as the authority of central government and other public institutions is decisive in certain areas. Accordingly, our assessment is based on the following criteria:

What has the municipality done within its own area of responsibility? What initiatives has it undertaken to address issues outside its direct authority? And to what extent has it informed the public about these efforts?

Cultural Heritage, Cittaslow, and Social Cohesion

The restoration of Lefke Martyrs’ Cemetery and Bağlıköy Village Centre are among the municipality’s concrete initiatives relating to cultural heritage. Lefke’s natural and cultural assets, together with local production, are also fundamental elements of the city’s Cittaslow identity.

In the Cittaslow International Best Practices Contest 2026, Lefke’s “Peace Ecosystem Model” was included in the Social Cohesion category. The Cittaslow Northern Cyprus Network highlights the model’s approach of transforming peace into a sustainable local governance model through women’s participation, the active involvement of young people, and cooperation with civil society.

Publishing more detailed information regarding the project’s scope, continuity, and measurable outcomes would further strengthen the assessment.

Initial Assessment

Among the positive developments identified are the accessibility of budgetary and financial documents, the reduction in debts to public institutions, the publication of previous municipal council decisions, infrastructure and restoration projects, and initiatives related to Cittaslow and social cohesion.

Areas requiring further improvement include the systematic publication of current municipal council decisions, comprehensive reporting of project budgets and outcomes, and clearer communication to the public regarding the municipality’s role in environmental and planning-related issues.

The Academy’s purpose is not to assign Lefke Municipality a performance score. Rather, the objective is to make completed activities visible, identify gaps in publicly available information, and highlight questions that remain unanswered. This assessment will be updated as new documents and explanations are received from the municipality.
