First Look at the 2022–2026 Period

Nicosia Turkish Municipality (LTB) is an important example for the pilot study in terms of its publicly available decision-making and procurement records, as well as its activities ranging from social services to culture and the environment. The central research question is how this institutional experience translates into the regular and effective participation of civil society organisations (CSOs) in decision-making processes.
This study is a desk-based review of selected publicly available records for the 2022–2026 period and does not cover the entirety of 2026. Its purpose is not to score municipalities, but to identify strong practices and areas requiring improvement in local governance. Municipal announcements have been treated as evidence of activities; it is envisaged that these findings will be complemented by CSO perspectives for the assessment of outcomes and impact.
Services and Investments
LTB's investment agenda brings together infrastructure, culture and digital planning. The procurement record for Phase II of the Theatre Project reports a contract value of £5,127,707 + VAT in 2026, financed through the municipality's own resources. The contract signed in November 2025 for the renewal of Geographic Information Systems (GIS) aims to strengthen the municipality's planning and decision-making capacity. [1, 2]
Procurement and contract records alone do not demonstrate that projects have been completed or that they have generated service impacts. Monitoring should therefore consider completion status, access across different neighbourhoods, and citizen input into investment priorities together.
Financial Management
The council record dated 4 April 2025 includes the final accounts of revenues and expenditures for the 2024 financial year. The accessibility of these documents provides a starting point for examining the use of resources. Financial performance should be assessed by examining budget execution, revenue collection, debt burden and investment expenditure together; an increase in the nominal budget should not automatically be interpreted as an increase in services. Transparency and Participation
LTB's online archive contains council decisions from 2022–2026, while its procurement records include information such as the subject, decision number, winning bidder and contract value. These represent positive findings in terms of institutional traceability. [1, 4]
The records reviewed are not sufficient to confirm the operation of a regular CSO consultation mechanism; this does not mean that such a mechanism does not exist. The municipality's response to requests, consultation prior to decision-making, and the extent to which proposals are reflected in decisions should be clarified through the municipality's response and CSO surveys.
Environment and Urban Development
The Haspolat Wastewater Treatment Plant is an example of shared infrastructure serving both sides of Nicosia. In an announcement published in January 2026, LTB stated that the installation of a solar energy system at the facility, supported financially by the EU and implemented by UNDP, was ongoing. The energy and emissions benefits stated in the announcement should be understood as targets rather than verified outcomes. [5]
This example demonstrates the importance of inter-institutional coordination. The role of CSOs in identifying environmental priorities and monitoring implementation should also be examined.
Cultural Heritage
TİKA's 2024 report records façade and lighting improvements in the Surlariçi Museums Area. This should not be assessed as an LTB investment, but rather as an example of conservation activities in the city involving different institutions. [6]
Monitoring should examine how residents and local CSOs participate in determining conservation priorities, and whether inter-institutional cooperation includes a continuous and transparent consultation process.
Social and Inclusive Municipal Governance
The Women's Shelter, El Ele Nursery and Paylaşım Mutfağı (Sharing Kitchen) make LTB's activities in the field of social services visible. A cooperation protocol addressing the communication needs of women at the shelter was renewed in 2025; the nursery's 2026 activity record and the procurement for services for the Paylaşım Mutfağı also document activities in these areas. The next stage should go beyond the existence of services to examine access conditions, unmet needs, and how the views of service users are reflected in planning.
Initial Assessment
The initial findings indicate that LTB provides a traceable starting point in terms of publicly available institutional records and a range of service areas. The priority is to establish the continuity of CSO and citizen participation and its impact on policy development.
Three issues should be addressed to establish the project's baseline: the functioning of regular consultation; the institutional response to CSO requests; and the contribution of environmental and cultural heritage partnerships to sustained policy dialogue. The findings will be assessed together with the municipality's response and CSO perspectives and will be used to identify needs for continuous engagement and capacity development.
