Geçitkale–Serdarlı Municipality
A First Look at the 2022–2026 Period
This document is an interim assessment prepared on the basis of publicly available documents that could be accessed. The year 2026 has not yet been completed. Municipal news items have been treated as the municipality's own activity reports, while announcements, implementation, and verified outcomes have been distinguished from one another. Most of the sources relate to the 2025–2026 period; they do not constitute a comprehensive record of activities for the entire period.
According to the research team's notification, no response had been received to the information request submitted to the municipality during the preparation of this document. The inability to verify a document in this review does not mean that the relevant activity or mechanism does not exist. No definitive conclusion has been drawn regarding institutional capacity or willingness to cooperate based on the absence of a response.
1. Institutional Context and Previous Experience
According to the municipality's institutional profile, the Geçitkale and Serdarlı municipalities were merged in 2022, with Kurudere and Ulukışla also incorporated into the new municipal boundaries. Therefore, the 2022–2026 period should also be considered in terms of the institutional integration of a merged municipality serving different settlements. [1]
The distribution of services among settlements, and how joint planning and participation mechanisms have been established, are important for this assessment. However, a comprehensive strategic plan, performance report, or institutional integration assessment covering the post-merger period could not be verified in this review. These are areas requiring further investigation; they are not evidence that the merger was unsuccessful.
No document confirming that MC previously conducted consultancy or institutional reform work specifically for Geçitkale–Serdarlı was found among the sources for this file. Historical MC experience relating to other municipalities has not been attributed to this municipality.
2. Services and Investments
The municipality reports that the tender process for four asphalt projects covering Görneç, Pınarlı, Mallıdağ, and Ulukışla has been completed and that contracts have been signed with the contractor. The total project value is stated in the announcement as TRY 24 million, and the commencement of works is indicated. This record constitutes evidence of the investment preparation and contracting stage; it does not demonstrate that the works have been completed or that the full amount has been spent. [2]
The municipality has also announced infrastructure and two-sided sidewalk works along approximately one kilometre of the Gönendere–Tirmen main road. The announcement indicates the scope of the planned works but does not document their completion or usage outcomes. [3]
The available records indicate that transportation and physical infrastructure are among the municipality's areas of activity. However, no comparative conclusion can be made regarding the equitable distribution of services without verified data on investment amounts by settlement, completion dates, and the population benefiting from these services.
3. Financial Management
The Council of Ministers' decision Ü(K-I)87-2025, dated 21 January 2025, confirms the approval of the Geçitkale–Serdarlı Municipality's budget for the 2025 fiscal year. The accessible decision text does not contain detailed budget tables or actual expenditure figures. Therefore, the record provides evidence of the approval of the financial plan but is not, on its own, sufficient to assess the municipality's financial health. [4]
A comparable dataset covering revenue and expenditure realization, collection rates, the size and maturity of debt, the share of personnel expenditure, and investment financing could not be established in this review. No conclusion has therefore been drawn that financial performance has either improved or deteriorated.
4. Transparency and Access to Information
The municipality's website contains institutional information, news, and tender announcements. For example, the tender notice numbered 008/2025 for two new backhoe loaders provides a concrete example of publicly accessible procurement information. The EUR 184,000 stated in the announcement is the estimated amount including VAT and should not be treated as actual expenditure or the final contract value. [5]
Although the website contains a section entitled “Council Decisions,” the decision documents could not be verified in the page content accessible at the time of the review. This finding relates only to the accessible content of the page examined. The availability of a regular archive of council decisions, budget execution information, and activity reports should be verified separately. [6]
5. Citizen Participation and Cooperation with Civil Society
The municipality reports that a public meeting was held in Serdarlı with the participation of Mayor Halil Kasım and Mukhtar Ahmet Serdar. According to the announcement, citizens presented their problems and requests, projects were discussed, and the need for street lighting was raised. This constitutes an example of a citizen consultation meeting reported by the municipality as having taken place. [7]
Meeting minutes, participant profiles, a regular meeting schedule, and evidence showing how requests were translated into decisions cannot be verified from this source. The existence of a public meeting does not, by itself, demonstrate the existence of a continuous NGO consultation mechanism or a joint decision-making arrangement.
The examples below concerning the environment and culture, however, indicate that the municipality has established activity-level relationships with civil society actors. Schools and mukhtars have been treated as separate public actors within these relationships.
6. Environment and Joint Activities
According to the municipality's news report, a tree-planting activity was carried out together with Serdarlı Primary School, SERSAD, and the Serdarlı Mukhtar's Office, followed by the initiation of measures to fence and protect the planted area. This record provides a concrete example of a joint activity bringing together the municipality, a school, a civil society actor, and the mukhtar's office. [8]
The number of trees planted, survival rate, allocation of maintenance responsibilities, and duration of the cooperation are not specified. Therefore, the activity has been recorded as an example of joint environmental action and has not been interpreted as evidence of measured environmental impact, continuous joint management, or a legal protection status.
7. Cultural Heritage and Local Culture
A folk-dance festival in memory of Gökçen Hacımulla was announced to be organized in Sütlüce through cooperation between the municipality and SÜDAD. The announcement gives 4 October 2025 as the event date. This record demonstrates preparations for a municipality–civil society joint activity aimed at transmitting local culture; the actual occurrence of the event and participation outcomes cannot be verified from the announcement alone. Cultural activities such as folk dancing are relevant to intangible cultural heritage. However, this example does not constitute evidence of a programme for the conservation, restoration, or joint management of built heritage or heritage sites. A current cultural heritage inventory and conservation plan could not be verified in this review.
8. Social Municipalism and Inclusion
The municipality reports that free dietitian support for citizens over the age of 60 is continuing. This provides an example of a service targeting the older population. The number of beneficiaries, access by settlement, and service outcomes are not included in the brief published statement. [10]
Accordingly, the municipality's statement regarding the existence of the service has been recorded, while no quantitative assessment has been made concerning its scope or impact. Additional data are required to assess access to services and decision-making processes for women, young people, persons with disabilities, and other groups.
9. Initial Assessment
The available records indicate that Geçitkale–Serdarlı has documented infrastructure investment preparations, a public meeting, a joint environmental activity, an announcement of cooperation for a cultural event, and a service for older citizens. These examples provide concrete starting points for developing local partnerships.
However, the available documents are insufficient to measure the continuity of these partnerships, their influence on policy and budget decisions, or the extent to which services reach all settlements and social groups. The main areas requiring completion through responses from the municipality and records from partner organizations include regular participation mechanisms, feedback on proposals, financial execution, and activity outcomes.
Within the seven-municipality study, this document can be used as an initial assessment that records documented examples alongside areas that have not yet been verified. Information gaps should not be converted into performance scores or interpreted as “zero activity.”
