Local Governance and Cultural Heritage Academy
Knowledge, Participation and Shared Responsibility for Our Cities
Local governance represents the level of democracy closest to citizens' daily lives. From public sanitation, infrastructure and public spaces to social services, environmental protection, urban planning, cultural heritage and citizen participation, many aspects of community life are shaped by the decisions and practices of municipalities.
The Local Governance and Cultural Heritage Academy has been established to generate reliable knowledge on local governance in Northern Cyprus, showcase good practices, and promote constructive public dialogue on areas where improvement is needed.
The Academy will examine local governance not only through the services provided by municipalities, but also through the principles of transparency, accountability, citizen participation, sound financial management, environmental sustainability, and the protection of cultural heritage.
What We Do
The Academy will examine municipal activities using publicly available information and official documents. It will evaluate completed, ongoing, and unfinished initiatives, while raising questions of public interest with the relevant municipalities.
Our work includes:

Reviewing recent municipal activities and projects.

Assessing budgets, debt management, and financial transparency.

Examining reports issued by the Audit Office and other oversight bodies.

Evaluating citizen participation and municipal communication practices.

Monitoring environmental, nature conservation, and climate-related initiatives.

Assessing efforts to preserve, promote, and integrate cultural heritage into urban life.

Sharing successful and innovative practices with the public.
Our Areas of Focus
Good Governance and Transparency
We examine the accessibility and transparency of municipal council decisions, budgets, annual reports, procurement processes, and public communications.
Citizen Participation
We assess the extent to which citizens, neighbourhoods, young people, women, persons with disabilities, and civil society organizations are involved in local decision-making processes.
Financial Management and Accountability
Using publicly available sources, we review budget implementation, debt and revenue management, investment expenditures, and findings presented in official audit reports.
Environment, Nature and Sustainable Cities
We monitor municipal practices related to waste management, green spaces, protection of trees and natural areas, urban development pressures, water management, and climate change adaptation.
Cultural Heritage
The preservation of historic buildings and neighbourhoods, restoration and adaptive reuse projects, local traditions, traditional crafts, and intangible cultural heritage constitute one of the Academy's core areas of work.
How We Work
Municipalities will be assessed, wherever possible, using common themes and a shared evaluation framework. At the same time, differences in population, service area, financial capacity, urban or rural characteristics, and the conditions resulting from municipal mergers will be taken into consideration.
Our assessments will:

Focus on policies, decisions, and practices rather than individuals.

Avoid presenting unverified information as established fact.

Respect the right of municipalities to respond, provide clarification, or request corrections.
Our objective is not to rank municipalities, but to promote learning, transparency, citizen participation, and higher-quality local governance.
Initial Phase
During its initial phase, the Academy will operate primarily through digital platforms. Municipal profiles, brief assessments, thematic analyses, key findings, and questions directed to municipalities will be published on our Facebook page and the MC website.
Long-form publications and supporting resources will be archived on this website, while Facebook posts will direct readers to more detailed content.
Institutional Background
The Local Governance and Cultural Heritage Academy was established under the Cooperation Protocol signed on 18 April 2024. The protocol provides a framework for collaboration in the fields of local governance, cultural heritage, research, publications, education, and civil society.
The Academy is a joint initiative of MC, Lefkoşa Turkish Municipality (LTB), and HASDER.
